The PROTECT Act (An Act promoting rule of law, oversight, trust and equal constitutional treatment)

The Massachusetts Senate passed the PROTECT Act on Thursday, May 7, 2026 on a 37-3 roll call vote.

The Senate version was drafted by the Senate Committee on Steering and Policy, chaired by Senator Cindy F. Friedman (D-Arlington), and builds off of and strengthens ideas put forward by Governor Healey and the House of Representatives. The Senate Committee on Steering and Policy has been tasked with leading the Senate’s Response 2025 initiative, driving policies forward that protect Massachusetts residents, defend the Commonwealth’s values and lead the state through this challenging time to respond to an adversarial federal government.

The Trump Administration and the Department of Homeland Security are instilling fear in immigrant communities across the nation, and right here in Massachusetts. The PROTECT Act offers avenues and tools for the Commonwealth to provide protections for our residents — specifically at sensitive locations including courthouses, houses of worship, schools, health care facilities, and childcare centers. The language also affirms court opinions, clarifying that there is no role that our state and local law enforcement must play in aiding with federal civil immigration enforcement.

Friedman-led Legislation Creates New Accountability for Federal Agents and Keeps Local Police Out of Civil Immigration Enforcement 

(BOSTON—5/7/2026) The Massachusetts Senate today passed sweeping legislation to protect residents from the Trump administration’s weaponization of federal immigration enforcement. Senator Cindy F. Friedman (D-Arlington)—who led the Senate’s PROTECT Act efforts as Chair of the Senate Committee on Steering and Policy—voted in support of the legislation, which passed on a bipartisan roll call vote of 37-3.

The PROTECT Act holds federal immigration agents legally accountable for civil rights violations, bars local and state police from participating in civil federal immigration enforcement, and prohibits immigration arrests at courthouses, houses of worship, schools, hospitals, and childcare facilities.  

The bill also blocks unauthorized deployment of other states’ National Guards into Massachusetts and allows parents facing detention or deportation to pre-arrange guardianship for their children.

Friedman Shares Update on Senate Response 2025 Initiative with Colleagues 

Letter outlines work the Senate has done to respond to harmful actions by the federal government

Friedman (D-Arlington) sent a letter to her colleagues in the Massachusetts Senate providing an update on actions taken as part of the Senate’s Response 2025 initiative. Response 2025 is guided by the Senate Committee on Steering and Policy, which is chaired by Senator Friedman, and focuses on identifying and elevating policies that protect Massachusetts residents, defend the values of the Commonwealth, and lead the state through this challenging time.

Massachusetts Senate Launches RESPONSE 2025 to Counter Federal Threats

Effort focuses on safeguarding residents, the Massachusetts economy, and state operations

(BOSTON—4/1/2025) In response to federal actions under the second Trump Administration that threaten critical programs and institutions, the Massachusetts Senate is launching RESPONSE 2025, a coordinated effort to protect residents, defend the Commonwealth’s values, and lead Massachusetts through a potentially difficult time.

Under the direction of Senate President Karen Spilka, the Senate Committee on Steering and Policy will spearhead this effort, working closely with Senate committee chairs and policy experts. The RESPONSE 2025 initiative will focus on four key goals:

  • Assessing federal actions to determine their real-world impact on Massachusetts.
